Yellow card requirements

I met someone online who says they are an american citizen that has been stuck in Beijing for a year now. This person says that they need $850 US so that they can get a yellow card and health documents to travel back here. I have tried to contact embassies for information regarding this but have had no luck. Any help would be greatly appreciated.

GUEST4488 As for the ordinary applicants, the yellow fever card is not needed unless you are from the epidemic-stricken area in Africa.
