I am afraid that you can not. You have to leave China to apply for the Q1 or Q2. If you are from the USA or UK, you might have a chance to get it in HK. Otherwise, you have to apply in your own country.

If someone can help me please.

I am from Brazil and I come to China as a tourist, now I am in China and I decided to apply for a student visa to learn chinese mandarim. Its that possible for me to apply for this student Visa without going back to my country of origin?
