Tibet Travel Permit is a "must" for foreign travellers to enter this mystical land. So i'm afraid that you have to get it before departure to Lhasa. Besides, foreigners are not allowed to go there alone without being organized or accompanied by the tour guide. As for the best and cheapest way to Lhasa, you could choose fly from Chengdu. The flights between these two cities are daily available. Traveling to Lhasa by road is not a good choice. It is quite hard and far beyond your expectations. :)

Hope these do help you!
