It's not as difficult as you thought. Most hotels have non-smoking room. You just tell them you need non-smoking room and they will arranage it for you. Here are some hotels in Qufu.

Qufu Minzuo Xintan Hotel, Queli Hotel, Chunqiu Hotel and Mingya Confucianist Hotel. THe first two are four-star hotel and the last two are three-star.

We have reviewed the reviews at Trip Advisor about non-smoking rooms in China. The information is that non-smoking rooms are not available except in hotels managed by the Western hotel chains. Kindly look at the room information on the website of the Chinese hotel(s) and it is stated there that non-smoking rooms are not available. Hence the request for information about Non-smoking rooms!
