arrival visa time

hi !
I m departing from india on 6th june 2005 at 9 am(IST) for hong kong, and from hong kong i ll be goin to Shenzhen by rail,
so i need an arrival visa from Shenzhen.
I ll reach der around 9 pm, so would i get the visa at that time?

what will be the procedure for gettin tourist visa for 15 days for china (including fees)?
