Chinese tourist visa to USA

I am an American communicating with a Chinese lady working as domestic help in Guangzhou. Her employer, an international business man says his travel agency, Shenzen Tour Travels can arrange a tourist visa for her to come to America for $400 and a round trip ticket totaling about $2,000. Is this possible?

This is very possible mate. I have applied the multi entry visa by myself and the cost was just around USD$160 totally. Personally i flied to Los Angels via seattle via Delta airline in February ,2015 ,the round trip ticket was just USD$1000. Cheers mate .
