In China, Unlike other countries, they generally write an Address from large unit to small unit.

And because of China is a huge country. Different province, they may have different ways to call a place.

If you want to send a letter or parcel to China. You should write an address in Chinese.
From my experience, you can write in English too but it will take much longer time to deliver.
