Where can i go to meet some expats in Qinhuangdao?

good day,
i am hoping to meet some expats in Qinhuangdao, since i have been here, 3 weeks now, i have not met one.

There is a group that meets every Sunday at the Pinway Cafe. It is a group comprised mostly of local Chinese folks - foreigners are prized when they show up. Sorry it's not, per se, a place to meet expats. I haven't found such a place yet, in the 10 months I've been here. I live in Shanhaiguan and it is an isolating experience. If you find a place to meet expats, I'd like to know. I did attend an event where I met many expats, but those I spoke with from English speaking places were here with an evangelical organization - that's not my thing. To get to Pinway Cafe, I take bus 25 and get off at the TESCO. There is a WeChat group for Pinway Cafe that is very active.
