You can take subway line 1 from East Railway Station and get off at Passenger Transport Central Station (Ke Yun Zhong Xin). Get out from Exit A and walk to the bus station to take regular bus to Putuo.

I think you can catch the bus that departs at 12:20. Please don't worry if you miss it. There are many buses. You can catch one that departs at 13:05.
