Is everywhere the same?

I think it depends on which place do you mean, in Heilongjiang Province, students have a very short summer vacation and about two months' winter vacation. In warm areas, summer vacation is usually longer than the winter one. And the start date is not the same, but similar.

Usually the primary school summer vacation is from July 5th to August 31th.

Roughly mid-July to end-August.
