Do I need a Visa for a day trip in Shanghai

Hello. I have an 18 hour stopover in Shanghai and plan on doing a day trip of the city. Do I need a Visa to leave the airport? don't quite understand this " Passengers transiting in Shanghai, Zhejiang, or Jiangsu can move around the three places." What 3 place are they referring to? Thanks.

GUEST04154 Dear, you mean the 144-hour free transit policy? As long as you are eligible for it, you can travel in three places, including Shanghai, Jiangsu and Zhejiang. And you don't need the visa. So you can leave the ariport freely.
