Can an Australian person apply for a Chinese Tourist Visa in Singapore or Kuala Lumpur?

I'm an Australian, and I'm going to be in KL for a few months and plan the go to China after- Is it possible to get the tourist visa in KL or Singapore, or do I have to go back to Australia to apply?
