Should seniors aged 70+ be banned from boarding a plane?

Recently, a piece of news about taking domestic flights in China aroused my interest, so I want to post it here to discuss with you guys. It says that Mrs. Wu took her 90-year-old mom for a trip. On their way back, they had got the boarding passes already but were refused to board onto the plane because her mother didn't hold a health certificate. She had no way but to get a health certificate as soon as possible in a town-level hospital nearby. Unfortunately, it didn't work so she had to get another such document in a city-level hospital.

Mrs. Wu felt it ridiculous to provide a health certificate. "I signed a Liability Exemption Statement for Special Passengers and I thought that was all I need to do. The airline was just trying to avoid risks."

The airline explained that the pilot had the final decision to refuse a passenger or not. It's a fact that some airlines don't permit seniors aged above 70 to take a plane unless they can provide a health certificate. It sounds inhumane but they do this for the sake of passengers. The airline also advised that the seniors should travel with a recent medical report. If possible, they had better be accompanied by families.

I’m not sure what the case is in other countries and others' points on this issue. Can you share it with me?
