Is it possible to apply for a China Tourist visa as a tourlist?

guest06114	I want to know if a person can apply for a China tourlist visa in a foreign country as a tourlist. On the website of the visa center, it is stated that an applicant needs to provide the legal proof of stay but I am not sure for a tourlist. For example, if a US person visits Tokyo as a tourlist, which means he doesn't have any legal proof stay for work or study in Japan, can the person apply for a China L (tourlist) visa in Japan? Thanks!!
