Getting Z work visa without returning to America

I'm a bit confused and am getting conflicting information on this. Can it be done?

I've heard of companies that you pay to do it for you.

I'm in Hangzhou trying to get a working z visa, have all the required documents but can't afford the trip to Chicago for the visa.
