My underage daughter is Chinese and lives in China. Am I eligible for a Family Visa?

My ex-wife and I have a very good relationship, and I intended to stay in China for a while. However, I'm told that my daughter is not 18 yet, so in the eyes of the Chinese government, she's not 'family' that can help me get a family visa. Is this correct? There is no way for me to be with my daughter? Thank you!
