Well, if something is called BEER festival, I guess beer is a key point. But maybe you misunderstand the meaning of a beer festival. Of course you dont have to drink beer and you dont drink beer to get drunk, you dont drink beer to have more fun - you drink beer when you are having fun with your friends. Could be tea,too.

Oh, Qingdao is like the birthplace for Chinese beer. And the beer festival goes back to a custom of the people who brought this drink to China/Qingdao.
