I hold a spanish passport and I am going to go to China to work in a school at the end of august but I still waiting for the “Foreigner’s work permit” (FWP) from the company.

I will be in New York next month (august) and I don´t think I will have enough time to apply for the Z-Visa before going to the US, so I was wondering if I could apply for the Z-Visa in the Consulate in New York not being U.S. citizens.

Thank you!

It depends on your nationality. You hold a Spanish passport and you can directly dial the Spanish Consulate to ask them whether you are able.
