Unfortunately, since I am calling from Australia, I have been unsuccessful, but hope that you would not mind faxing their local number so I can talk to them personally and also their fax number so I can send information to them. As you did not mention the exact area in Chaoyang district,there are 8 local police stations(Pai chu suo):

or you might try the head office of Chaoyang Police bureau 010-65024936
When you dial the number, if you dial directly,you have to dial 001186 followed by the telephone number, e.g. the head office number, you can dial like this: 0011861065024936.

Please try to contact them, then ask for the fax number.
