Can you visit any consulate to get a visa?

guestyangdi I am going to China in April with the family. I have a cousin that is in San Francisco area and thought I could go visit her in March and do a walk in visa application there. I see that the Chicago consulate has "jurisdiction" over our state. Does that mean if I go to San Francisco consulate they will deny my visa? I just wondered if that has happened to anyone in the past!?

yes just put hotel address the china visa application form as
