Is it easy for Chinese to get travel docs.

guest24129	I wish to know what is required for a Chinese person to get travel documents. This is because I have been exchanging emails with a Chinese lady who wishes to meet me. She has said that she is unable to do the visa application online, this is because she has not traveled overseas before. From her email...... I met with a man there who works at the agency helping people to get their visa.He told me that since this is my first time i want to apply for a visa that there are some procedures that needs to be followed and requirements that needs to be met which means i cant get my visa if it was to be applied for online. He said that he will need to get some letters of Authorizations from the local authorities here in China and also some documents of approval from the Chinese communist party.He said those letters and documents are very important otherwise i wont be able to get a visa.So he said it will cost 3850 Yuan to process the documents. Can someone tell me if this is correct.
