X1 Study Visa Refused (though I have Scholarship)

guestRemo	I have won CSC Scholarship (China Govt) of MBA. The relevant university sent me Admission Notice and JW201 form. I applied at China Consulate with all documents but Consulate Rejected my Visa. They put a red stamp on my passport with date and city name written in Chinese. They have not given me any reason. The university already sent me required documents so it cant help me any more. Does Red Stamp with date and City name means Black Listed?
