What kind of Luggage should I use in China?

If a person was to go to the Mainland for 3 weeks and carried a camera bag, documents wallet and refused to wear a backpack...what would you folks suggest?

I would use soft luggage, maybe 2 big enough to put pants or jeans in and still have some room for your other clothes.
