hi,

i don't have the precise answer, but i think that most people living in french concession were rich and of high status, so they would like their servants appear to be superior to those of others'. it is very much like that high standard restaurants have their servants in beautiful clothes nomatter what salary they get everymonth. they are dressed catering to the status of their guests. similar reasons, am i right?
