If he refuses to offer it, you can refuse to pay the money too. I guess that he will sue you on Taobao.com. It is ok because Taobao will deal with it. |

For tools , u may go to guangfo hardware city or just tianpingjia building materail and nanan road building materails wholesale markets which are both located in downtown guangzhou city areas .
