Certificated Beggers??

Nowadays, many beggers in cities are professional beggers, who deserve no pity and money at all. But it's hard to distinguish the real one and the professional one. So some experts suggested that the authorities should issue certifications to those who really need help. Thus, it's better for authorities to handle and manage the beggers.

As soon as the news came out, different voices appeared quickly. Some believed that it's good for both society and authorities, some said that the authority should do more to help poor people but not issue certifications. Some even worried that it might be another entrance for corruption and unfair.

What do other countries do towards those beggers and vagrants?? Any good solution??

It's an old idea. I heard about it 2-3 years agon. Find it rather ridiculous.

I think it's a good way to manage a better society system. But the authority should do much more to help the poor, too.

So many certificates in China. A begger needs a certificate? The government should think better ways to decrease the number of beggers not to give them certificates to beg leagally.

It's not the full responsibility of authorities. Many people are too lazy to work. They just want to earn money quickly and easily.

In some cities in Canada, beggers, or panhandlers as we call them, must register with the city government in order to obtain a "work" permit. That's right, a permit to stand on street corners etc. and ask for money. I don't know how you "qualify", or anything else, but it was decided that the number of panhandlers could be controlled, regulated etc. if they were to be officially recognized by the city govt. I would suppose, too, that the police could also ask a panhandler to show their permit; if they didn't have one, they could be told to please move along, and stop harassing people for money or risk being removed. Likely to a jail cell for a short period of time. Some times, jail is nice alternative, since you would get a nice to sleep for a while, plus a meal. There but for the grace of god go I.

That's rediculous indeed. IF the govenment know the beggers are really the poor, they should try to give them help, rather than drive them to beg legally.

Agreed Ellen. Making the begers begging leagally is not the best way to solve this problem.

I can't agree with you Ellen and Kevin. How could a government solve every people's poorness in a short period of time? This is still a big problem even in many developed countries. The authorities should do sth. to help the poor, but it may take a long period of time. What should we do during the latency time? Do sth. positive.
