I've read a news from Beijing Daily that foreigners who want to rent an apartment or house in Beijing should apply for a resident paper first. Is it true? What about in other cities?

Yes, the foreign leaseholder should also register in local PSB with the house owner.

Be sure to have someone who knows these rules accompany you. Registration places will want to make copies of your documentation. These "copy" systems often do not work and you will need to visit these registration locations multiple times. We had an employee make six trips until the local systems work in working order and copies could be made. Expect long lines in busy sectors. Professor Thomas CIBT China
