I am not aware that China issues transit visas in advance. I was granted a 'Stay Permit' when I had a long stopover in beijing last year. They had to as there are no transit lounge facilities and my baggage was only checked to Bj . I have no idea whether they will grant you one on request especially now that the regulations have tightened. As a minimum, get someone to write out the request in Chinese to ask them, as few speak English.

You will need a visa. Apply through your local Chinese consulate issuing visas or a travel agent (preferably one specialising in China). From many countries all you need is a photo and the fee, but the Philipines might be different, check with a travel agent.
