Stopovers at Austria also Need Schengen Visa

Stilltravel is acknowledged that stopovers at Austria for other Schengen countries will also require a Schengen visa. Non-holders will be denied of entry.
The Chinese customs alerts Chinese citizens (especially diplomatic or governmental passport holders) to apply for Schengen visas while stopover at Schengen countries for other Schengen-free countries.

I tried eurovisa.info but not much information about Schengen. countries
