In London Inspectors get on the bus to check tickets and sometimes there is a police officer with them, no ticket get's you an on the spot fine.
If a passenger refuses to show a ticket or offer to pay the driver will switch off the engine and radio for police assistance.

Alan, that's good. Maybe China should adopt this method too. I just saw the police officers appear on the bus during the Beijing Olympics. It is said that they are required to maintain the safety of the bus and the passengers.
