Hi

I arrive at Pudong at about 3.25 in the afternoon and need to travel to either Ningbo or Hangzhou or Huangyuan (Taizhou) in Zhejiang .

I have not yet decided what will be better for me but will make a decision depending on what is easier to manage .

I understand that i can get Buses direct from PVG to Hangzhou and to Ningbo but am not sure how to manage Huangyuan by Bus or by Air and the timings and more importantly if by Bus from where and how long it would take .

Any Help would be appreciated

First off, it's Huangyan, not Huangyuan. :)
Another small correction, there're no direct buses from Pudong airport to Ningbo. You'll have to go to Shanghai South long-distance bus station for long-distance buses to Ningbo.
For long-distance buses to Huangyan, you'll usually need to go to Shanghai main long-distance bus station for those, but the departure timings are before your flight arrival time, so unless you don't mind staying a night in Shanghai, that's not an option. You could go instead to another long-distance bus station at 710 Hengfeng Lu which has departures in the evening.

There are two Taizhou, 泰州 and 台州。 Which one are you heading for?
