You can exercise your Freedom's and Rights so long as they don't interfere or conflict in any way, shape or form with the the interests of the Party.

Oh, and what are the interests of the Party? Anything which helps them to keep an iron grip on power.

Sometimes people look at their freedom and rights within political scope, such as freedom of speech, etc. Mingda16 probably looks at a wider scope, to include freedom in architectural designs and landscapes.
