First I am an American citizen in Shanghai on a L visa. Is it possible to apply for a Chinese visa in person at a PRC embassy/consulate in a near by Asian country? For example, could I go to Malaysia and apply at the PRC consulate/embassy there for a one year F Visa? A agent in Shanghai said many of his clients have done this, but there are no guarantees. What is your view? Would this be very risky or is there a good chance the visa would be granted?

You will probably be Ok but it seems that China is increasingly unwilling to issue visa to persons in countries where they are not a resident, temporary residency is ok

I have seen some foreigners that applied Chinese visa in Kuala Lumpur. For the US citizen, the fee is RM465 for any type of visa, and processing fee of RM28 for ordinary application (4 working days). Usually for an F visa, the applicant needs an invitation letter from China. Yoy may browse for the information at: http://www.visaforchina.org.my/visaen/visaView.html?method=readNotify&notifyId=1118
