GUEST12982	Maybe the dog is a little thirsty and tired, but the cart is on wheels and it doesn't seem very heavy. I think the man is using this as an eye catcher, perhaps as a subject to start a conversation, or a "pick up" tool (people have used dogs/pets to find mates forever...).

And of course, if it gets some positive feedback from his master, it will be as happy as a dog can be. In addition to that, a little training does not do any harm for people nor for dogs... Carlos
