"The China Railway Signal and Communication Corp., the main signaling equipment contractor didn’t fulfill their responsibility. As a result, serious design flaws and security risks were found in the equipment. The Ministry of Railways violated the public bidding rule and technical examination procedures, and allowed the equipment to be put into use.”, according to the investigation report. The report also affirmed the previous statement that a lightening strike caused the equipment malfunctions. The signal was sent wrongly. As a result, the train controllers allowed the second train to move on the same rail and collide with the first bullet train. On the other hand, the workers of the Shanghai Railway Buerau did not fulfill their responsibility to deal with the equipment malfunctions properly. The report also said the Ministry of Railways and Shanghai Railway Bureau didn’t handle the rescue well, didn’t realse the news quickly and didn’t react to the public concerns properly. On the other hand, 54 officials will be punished due to the train crash, including the Liu Zhijun (former minister of Ministry of Railways) and Zhang Shuguang (vice chief engineer as well as the head of Transport Bureau). The report claims that Liu and Zhang were mainly responsible for the train crash. Right now, they both have been detained for a while because of graft and corruption investigation. All 54 officials will receive Party and administrative penalties. Meanwhile, the judicial organs are investigating whether they committed crimes.

I am hoping the D trains become stronger and train workers fufill their responsibilities to let the train run safely. Nothing else!
