The point is that either people (in this case I think men are the target) really are so stupid that this kind of idea really works or the idea maker is so stupid that he (she?) thinks it works.

I think the guys who came up with this idea is not as stupid as you think. No matter how we criticize him, the county is already known to most people. However, I guess few people will remember that this county is full of milk cows. All they remember is the models with big breasts.
