Well, in HK they had a much longer time to unfold their creativity in those arts (music, film.....) whereas in the mainland even ten years ago it was not that easy to develop an artist career according to what that Beijing rockstar said (I forgot his name) he had to do most of his stuff in the underground.
I guess there were also more urgent problems in the past than having popstars in PRC...
But therefore the pent-up demand is very strong and speeds up this development.
Just think of Chinese movies, e.g. films of Wong Kar-Wai win international prizes regularly....

Kar-Wai Wong was born in shanghai, i thought that what you meant. He moved to HK with his parents in 1963.:)
