This is a subjectiv evaluation. It depends on the type of acess your user have. Explaining: two users in the same building could have different perceptions, depending on the type of the acess used (Wide Band / dial conection / dedicated link, etc).
Some users have high speed acess, then they will not any difference.
You will not have a trust result using the subjectiv method.
The better way to do this is employing the PING command. It will give you the exact result of the time necessary to acess the server. I can help you if you desire it.
Answering your question using subjectiv point of view, my perception is:
BRAZIL – GMT – 3
Subjectiv perception: Acess faster than the last one.
Objectiv perception (with PING command): minimum time 399 ms, maximum time 544 ms, average time 453 ms. (aproximately the same time to acess GOOGLE)
