I've found their website, but it is in Chinese too. http://www.whga.gov.cn/
I think you'd better ask help from some of your friends who can speak Chinese.

GUEST14648 Ellyse - a short answer for you

"Why do people think it's ok to overstay visas and then try for an extension?! "

They don't really need.

Sometime they are in the situation to do such extension.
For example a people make some business friends in mainland and they invite him to some
conference which will occur in few days after he's visa will expire - he will apply for an
extension. This is just one special case - there are a lot of special occasions when foreigners will apply for an extension - not because they want but because the situation on the ground request this method.

You can get to the Entry-Exit Management Division of the local PSB to give a try. I am not sure if you can extend it successfully.

I'm afraid you can only get a month longer stay in China if the L-visa is extended. FYI: http://www.travelchinaguide.com/embassy/visa/extension.htm

Are you traveling in China? If so, you can extend your tourist once and you are allowed to extend for a month at most. The charge is about CNY 168.
