As far as I know, there's no US consulate in Nanning. You can go to Guangzhou, Guangdong Province.

I found it from net:
Consulate General of the United States of America in Guangzhou
Chancery: No.1 Shamian South Street, Guangzhou
Tel: 020-81888911
Fax: 020-81864001

Yes, this is all true. I have traveled to Nanning (The Green City) three times in the past two years. I know three persons who have married (Chinese/American) in that city and they all had to process their paperwork at the US Consulate in Guangzhou, which serves Nanning. I like Nanning very much and it is a very comfortable city with very low prices for hotels, restaurants and transportation. There are many motorbikes used for transportation by its citizens. I was told that it has one of the highest registrations of motorbikes in all of China. Nanning is a one hour flight from Guangzhou.

Hi,

Everyone is right somewhat on the U S Consulate in Guangzhou. If you are looking for the visa section, they moved recently. They moved to Tian Yu Garden, 136-146 Lin He Zhong Lu in the Tian He District on the 5th floor. I thought everyone should know. I hope this helps.

Well, you evidently have enough money to get online... most probably at a cybercafe. It would make the most sense for you to go to the police and explain your situation, wouldn't it? And obviously try to get hold of your country's embassy or consulate. You never mentioned what country you're from so how is anyone supposed to help you?

Hi hao. I have the same address as you for the consulate.. but I see someone said they have moved to another address.

you can reach the Guangzhou consulate by public phone 021-3881-4611.

you will get an answering machine. Then follow directions for what you need.
I have tried twice - but unfortunately am in a high traffic area and cannot hear what the options are. My need is to make an appointment at the consulate for my fiancee and my self.
I am here until Mar 23rd. Her K-1 visa was denied , but no reason was given. So.. I want to get an appointment.

Any suggestions before I just go from Nanning to Guangzhou???
