sea grasses invade Qingdao Beach!

Can you image this is a bathing beach? Believe it or not, that’s it. It’s the Qingdao Number One Bathing Beach, invaded by sea grasses. What was more unexpected was that people still had fun in it. If you were them, would you swim or have fun in such a bathing beach?

Wan, the officials are very busy. They have no time to come and play with sea grasses.

They don't have to play, what they need is to rectify the problem(s). After all, they are officials, with responsibility to shoulder, the oath they need to keep and abide.

civil servants do not have time to serve civics.

As civil servants they need to be proactive and listen to grouses of the public. Thus public service needs a transformation, though I have my doubts, but it's not too late to change, isn't it?

Well, perhaps the officials have been used to the sea grasses. Every year, the sea grasses come and go. Thus, there is no need for them to deal with the sea grasses.
