It's normal to read from scripted texts. Ministers, and VIPs in high ranking positions in government make their speeches from the scripted texts too.

I see. That's why there is always a 'desk' in front of them. They pretend that they can talk without reading the scripts but actually their scripts are already put on the desk.

But there are some people who do good impromptu speeches. My middle school headmaster used to give us impromptu speeches every Monday morning. He never had scripts in his hands and there was no desk in front of him either.

In front of his students. Let him speak in front of certain dignitaries and see his how his speeches are. Something that he's familiar with, like your teacher taught you also without scripts. You talk to your friends, your parents, also without scripts.
