Even with strict regulations imposed by the Saudi Immigration, still millions of Muslims and non Muslims want to go there. Only two cities, I am infomed, are not allowed for non Muslims to visit, i.e. Mecca and Medina. Jeddah is like other port cities of the world is very busy.
